Why your form keeps rejecting the photo
A phone camera produces a 3–8 MB photo. Almost every Indian exam board, bank portal and KYC form caps the upload somewhere between 20 KB and 500 KB. That gap — a file up to four hundred times too big — is the whole problem, and it is why the upload button keeps throwing an error you cannot do anything about.

These are the usual ranges, not a rule. Always check the official notification for the form you are filling — every portal sets its own limit, and some also fix the pixel dimensions.
How the compression works
Most "image compressor" sites hand you a single quality slider and let you guess. This one searches instead. It repeatedly re-encodes the photo, hunting for the highest JPEG quality that still lands under your target — so you keep as much detail as the size limit physically permits. Only if quality alone cannot get there does it start reducing the pixel dimensions, in steps, until the file fits.
